Rulers: Core Rulebook

Rulers is a tabletop roleplaying game of civilisation and conquest. Create a world, then populate it with kingdoms, resources and cultures. Define your realm, forge a dynasty, and build your Empire by trade, politics, or brute strength.

Rulers: Core Rulebook contains all the rules and instructions you need to play this tabletop roleplaying game. Featuring more than 25,000 words across some 68 pages (this rulebook has no art).

This game was created out of passion, for me and my friends to play when we were at University. Since then I have tinkered with it until it has reached the form it is in today.

Admiteddly, I am not entirely satisfied with Rulers. If I were to start it today I would approach it quite differently. That being said, me and my friends have had a lot of fun with it – from weaponising the local Laser Pheasants, to the technically successful invasion of the Demon Body-Snatchers – and I would like to share Rulers with people like you, while I focus on other projects for the time being.

Rulers: Core Rulebook is available as “pay what you want” with a suggested price of $5 (minimum is $1).

If you’d rather get Rulers for free, its available over on

This rulebook says you finished in 2016, but you didn’t release it until 2018?

It took me a long time to learn Adobe InDesign

It took you 2 years to learn how to format a PDF?

I reeeeeeeeeeally don’t like InDesign

Are you planning any udaptes to Rulers?

Not anytime soon. As I mentioned earlier: if I were to have started this project today, I would approach it very differently. I’m not satisfied with the rules Turmoil, or how there isn’t really a centralised resolution mechanic. Civilisation games are still a big passion of mine, so maybe I’ll revisit it one day. For now I have a board game and a card game I’m working on!

I detailed some more opinions about what I would do different in my replies to this Reddit post.

Oh cool! Where can I find about your other games?

You can follow me on Twitter and Instagram for updates on my projects!

I’m lazy. What does the Creative Commons License say?

You can remix Rulers to improve the rules, add content etc. You just have to credit me and you can’t make money off of it.

This game is amazing, I’ve been looking for something just like this! Thank you so much!!

Ha, who am I kidding. No one is going to say that.
EDIT: Oh my god, several people actually said that on Reddit. Thank you so much for your kinds words!!
